I would try to start a theory, that fished Pokemon will never appear as shiny, but it immediately falls apart if you consider, that every fucking Pokemon can be shiny when values such as gender, EV and IV are rolled. It would be more likely, that you encounter a shiny Pokemon that should NOT be shiny because the devs forget to disable it than vice versa. Ganbatte!
