The issue with "asking forgiveness instead of permission" for Cover is that, as a condition for their relationship with the big JP game companies (Capcom, Nintendo) to be normalized was that Cover would have to swear on their ancestors graves that they would stop doing just that, using other companies properties without their express permission.

Here is the apology they were "forced" to release as one of the conditions for Capcom and Nintendo to unfuck their shit

This is a numbers thread, there is a perfectly numerical reason for Cover to be risk averse

Capcom could easily have 3 striked Mio (they did strike her twice and held off the third) and pretty much every other girl specially the ones in Hololive Gamers. Nintendo could have striken pretty much all of them. 3 strikes and it's over, your person can never create another account on any Google owned platform anymore and any company creating and giving you control of one risk getting themselves banned as well.

Cover is risk averse because they bear all the risk and have ZERO upside on breaking rules to get ahead.
Internet retards can screech all they want but only Nintendo, Sony, Capcom and similar giant japanese conglomerates can actually kill them for good (and they would withouht even leaving the karaoke booth)

Capcom could easily have 3 striked Mio (they did strike her twice and held off the third) and pretty much every other girl specially the ones in Hololive Gamers (Fubuki, Okayu and Korone), that would pretty much be the death penalty for those striked and for Cover as you cannot ever again make a channel on Youtube or even hold a GMail account or Play Store (or any connected google project) if you receive three strikes.

Actually there are cases where the official company account of some poor sod's company gets revoked by Google and their apps removed by the play store because some developer that gets banned f or some reason from any property works on what the company publishes.
People didn't realize how close Hololive came from ceasing operation forever, all it would take would be some 3 or 6 clicks from some middle management in Capcom's office.
