The only reason they don't do that is because most donations are done on a separate website, which cover could do as well. They do take a cut if you donate through their own system it's just that the cut is front loaded, it's 126 dollars to donate 100 bucks through twitch's built in system. The cut is less severe the higher you go though and it's less than YouTube for all but 1 dollar donations so I'll give you that.
