Wacom EMR, can use any of many dirt cheap Wacom EMR pens if the included/original is damaged or missing
you get a screen
it's a full blown computer on its own, so you can install drawing software on there within limits
cons:
so old it came with Windows 8 stock will run 10 just fine
likely only has 4 GB RAM the "within limits" part of installing software - if you decide to fire Photoshop up, you can pretty much only be running zhonkbot alongside it and nothing else

or get a wacom one or wacom intuos if you want CHEAP cheap
