How did Gura fumble her lead this hard

So judging by how Gura talked about it in the beginning it seems that just like Ame Gura also didn't ask the holoJPs to properly sign up for her totsu on their JP discord
Rather she's going with a "anyone who's watching and wants to can call in I guess" approach, which is maddening cause that way you only get 10% of the JPs who you could have otherwise had call in.
They'll never fucking understand this.
