Yep, it's bugged. The bottom stop step and depth sliders both do nothing. If you want to fix it, open khrfix.py in extensions/sd-webui-kohya-hiresfix and change line 53, which is
self.p2 = (s1, d2)
to
self.p2 = (s2, d2)

Made two pics with default settings, first is bugged version, second is proper functioning version (prompt, seed, settings all the same). If you put the fix, you can get the same gens as the bugged version by setting the two stop step sliders to the same number

Personally I think the bugged version looks better? But if you're interested in actually experimenting with all the sliders you should fix it since otherwise half the settings are literally non-functional
