I used the same option to report last year with no problem at all, when the moderator usually deleted the person I reported within an hour or so.
At that time, no matter which option I used, the mod quickly understood my intention and ban those people then clean up the other threads at the same time. I never received a warning even when I reported wrongly due to my suspicion
I don't think the mod is biased, I think it might just be a rookie who can't identify a coordinated malicious attack, or a saint who has a big heart
I point out this situation to remind anons who can't switch IPs that it's best not to report in the near future and let anons who can switch IPs do it or you may be baned
