I'm pretty sure the biggest factor on if ENs play more is how much JPs actually use it. Hopefully JPs aren't as pussy as EN and actually start building on the EN server. Off the top of my head, I can imagine Haachama, Coco, Nene, Polka, Pekora, Ollie, Reine, Moona, Marine, and Subaru using the portal the most, and not being scared to build their own shit in an area near the EN area Most likely near the EN server spawn, or behind/near Gura's fun tower.
I'm also assuming the portal to JP will be the Torii gate that Ina built.
Of course, hopefully a lot more JPs use the portal. The biggest issues all the ENs have is the fact that there's no one on when they come on, so 1-2 JPs being on whenever an EN joins will make things less stale. We'd probably see a Mori MC arc too.
