Capcom actually managed to figure this out in making it more beginner-friendly with DMC5 of all games.
In their GDC talk, they talked about Nero's sword and why a lot of people had frustrations with its rev-up mechanic. What they did is to make 1 bar of rev-up fill up as long as both attack and rev-up buttons were pressed at the same time, but you fill up the entire gauge if you time it like it was in DMC4. So players aren't punished for missing the timing, but instead, rewarded if they do better.

SF6 is doing something similar. If you've seen the trailers or if you played the beta, Guile's sonic boom has a normal and upgraded version that isn't the EX one. If you missed the timing or use their "one button specials", you get a regular one. If you time it correctly, you get the upgraded version.
