It actually makes perfect sense if you know it's an RPG and you roll for stats. Way more if you realize it's inspired by 40k and you're choosing a gene seed, but even without that it's pretty clear you're choosing a genetic background as opposed to race/class. I understand people not understanding it from lack of exposure, but it isn't actually hard to grasp, just unbalanced and opaque since there's an easy "best character" you'd never figure out on your own.
