How would you guys recommend drawing stream assets like backgrounds, notification pictures/gifs, etc. if I don’t have a drawing tablet or pin? What I’m thinking of is pretty simple and can be traced from stock photos and other things no one cares about being traced, so I think I could manage tracing over a photo with my mouse. Would GIMP be appropriate for this all?

You can easily make graphics like that without a tablet if you make creative use of shape and automatic line drawer tools. Drawing with a mouse is doable but difficult to make it look passable

If you wanna make graphical stuff a lot of it can be more nicely done through a vector editor like Inkscape or Adobe Illustrator. As for creating more personalized elements it can be a bit tricky and require more patience (probably from tracing stuff)
Also nowadays graphics tablets are getting cheap enough for anyone to be able to grab one. Gone are the days of absurdly expensive wacoms dominating the market when you can grab a decent screenless one for less than 100 bucks
