I think popularity should count to some degree, but it's not the only factor. Obviously vtubing isn't a meritocracy, but talented streamers do tend to get views. So lots of popular streamers are probably in the hall, but popularity alone isn't enough to make the cut.

Obviously Kizuna Ai was one of the first ones that blew up and started the explosion of new Vtubers. Though, it's not JUST about numbers, but absolutely Gura due to her explosive numbers. Coco for expanding the popularity and embracing new markets. I personally would put Amelia in there as well for a bringing a lot of interesting ideas. Other had played around with props before, but she was one of the pioneers of having professionally drawn arms and legs. i know those are normi picks and mostly hololive but thats who pops into mind first.

If Kizuna Ai gets a spot for being the pioneer of Vtubing, then I think Ironmouse probably also gets a nod. She's an (Western) early adopter of Vtubing, has a good "romantic" Hall of Fame story based on how she used vtubing to transcend the limits of her illness, and has a strong talent in her opera training. Coco also probably belongs in the hall, though I'll leave her case to someone else who's watched more streams.

I think I could make the case for almost everyone in Hololive, but no 4chan HoF panel would vote them all in. Nijisanji: Mito (for popularizing the use of live 2D), Deron. Kuzuha would be like a current player that everyone knows is gonna be a HoF

Hololive: Sora simply because she was the first Holo. She's literally George Washington-tier. FBK. Coco is pretty much first ballot for her contributions to the expansion of vtubing to the west (the FDR of Hololive) and so is Gura (JFK maybe?). Pekora and Miko for the same reason as Kuzuha.

Other Non-Holo/Nijis would be Hal, Patra, Nyanners (unfortunately), Mousey, Mel (for making all them 3D whores seethe way back when). Pika. But out of this bunch, only Nyanners and Mel are probably certified first ballot.

Most of the creative OC that gets produced tend to come from either individuals or a very small group (Holofightz, Nasfaq, etc). Trying to get the board to agree to a definitive set of rules is gonna be pretty hard. The 75% requirement would be near impossible too since everyone would just troll and bait post.
