Sorta. Cover was looking for a model to showcase its L2D tech. Presumably, this is how A-chan noticed Cover and approached them.

Then it built from there.

A-chan was initially just Sora's tech support, she wouldn't be management for years. Indeed, after finishing highschool she went to job interviews, it was presumably then that she got into Cover for more.

Whether Sora was sufficiently successful for Cover to expand, or Cover always planned to expand, dunno.
