(tbf, I'm not sure that Niji's shotgun approach is the better one either, but that is on them, and not something that concerns Cover).

The most plausible rrat is the one most anons default to when the topic of why no Holo/Niji EN collabs comes up, simply that it's a conscious decision by upper Holo management to ignore and starve out their competitor from any attention, as there's little benefit and much risk in "boosting" them via collabs.
They can't do that in Japan, because Niji already has a major foothold there and talents have longstanding friendly interactions between each other (some even going back to previous lives), so it would be quite silly and apparent to pretend the other company doesn't exist.
But in the EN space, where Holo probably feels because it's the undisputed leader, they can afford such tactics. Pretty much every NijiEN fan already knows HoloEN (and many are crossover watchers, so there's not really much new viewer gain for Hololive from them), but on the other side, probably the majority of the HoloEN audience (remember how many of them are normie casuals who aren't really branching out into the whole medium and only stay in the Holo-sphere) don't know NijiEN, so collabing with them would just, in HoloENs calculation, "unnecessarily" shine a light on your competitor.
I'm not saying that's a good reason (certainly not, at least on a personal level when we can clearly see how much talents like Kiara and Pomu like each other and want to collab), but it's at least something we can make somewhat sense of from a cynical business standpoint, in the absence of any other information about the matter and without going into really stupid rrat imaginations.

Since Kiara hinted at how hard Mori had to fight for that, clearly management was also hesitant to allowing it. The Nyanners collab has its own long story, what with Kiara originally wanting specifically just Vei (thank fuck her infatuation phase seemed to be short lived, or at least that's what I'm telling myself because I don't want to think her currently blocked mystery collab that she's so unhappy about is still Vei), then Vei's Hololive rant resurfaced (or rather, people who already disliked Vshojo made sure to push it again), and it hit enough critical mass in the normiesphere that they were forced to adjust, first including Nyanners, then Vei dropping out so that only Nyanners was left. So in the end Kiara "had" to collab with someone she actually didn't even originally wanted to (props to her for even going through with it despite it all, and the collab we got out of it was just a cute nothingburger anyway). For all she talked about Vei, Kiara didn't really mention Nyanners before or seemed all that interested in her (Nyanners though even shilled Kiara unprompted to Kizuna Ai).

As for how that collab was even "allowed" in the first place, it definetly was some kind of "package deal" connected to the Mori/Mouse collab, their dates are too close together to be a coincidence. How Cover greenlit that (after all, don't they know from reading 4chan that Vsh*jo is the literal devil?!?!) is anybody's guess, maybe Mori (I'd agree that she was probably the driving force behind pushing for being able to collab with that company) made a convincing enough argument (even if it was just, in the leadup to the annual contract renegotiations, "hey you either let me do this or I'm hestitant to re-sign" etc.) or maybe Cover management felt that Vshojo wasn't that much of a dangerous direct competitor (opposed to NijiEN now), what with being on different platforms and having somewhat different audiences (so there's also more potential to gain new viewers), and/or maybe Vshojo agreed to all restrictive terms Cover set out to be able to score the collabs, etc.
But anyway, the fact that there has been not much followup collabs shows how difficult it was to get approved in the first place - this seems to be a thing with HoloEN outside collabs in general, hell even though I was critical of Mori's "bubble" comment at the time, because it felt like she hadn't even explored all that Hololive has to offer, I can sorta understand how it can be frustrating with an overbearing restrictive management having its boots on your neck about shit you feel is totally harmless.

Realistically it depends on hours and game choice outside of Selen as well. During particularly loaded timeslots, even Lazulight can struggle to make 1k, especially if its for a guerilla or a zatsudan. Petra and the newest wave also seem to struggle to make 1k a lot of the time unless it's a buff game or otherwise dead hours, though in Wave 3's case there seems to be a lot of overlap, which obviously doesn't help.

I disagree. NijiEN has every right to be a solid 50~300 viewer branch when you look at every other EN corpo that isn't HoloEN. They got very lucky. Not only that but Ollie was trying to rub up to Selen when she was new because she was on an Apex binge. Now with the more recent RPR collab and being very hesitant to acknowledge her. There seems to be an iron curtain around Niji EN when it comes to Hololive as a whole. Niji JP/ID/KR are not Niji EN. They are specifically targeting only that branch. As said by another anon it is foolshi to ignore Niji JP with its popularity and how both companies talents have friends in each company. In ID everyone is very interconnected as well. In EN there is obviously one that dominates. It is in Covers best interest for EN viewers to not know other corporations, probably why they were so reluctant with VShojo in the first place but that's speculation as to why they were inflexible there. It's just better that Holo is the only known EN vtuber corpo. With that said we don't know if it is EN management being this inflexible. They could be reporting to JP and they could assess the situation before such big moves. We will always be in the dark on where in management that blocks most things. It's just easier to blame the only known figure head that is representative of their branch.
