Gura is doing much better since she's join Hololive. Even if she's having a rough time of it she's still in a better place. So much so in fact that she doesn't really know what to do with herself sometimes. Give her a few months and she'll start to flourish as a person. There was no collab ban or anything, it's that Gura is to nervous to do anything with other holos outside her genmates. Eventually that trepidation will wear off and she will start branching out more. The fact that she did a collab with Anya is proof that this is true.
