Pre-made designs are absolutely not an outdated practice. Giving an artist full creative freedom to create cool designs and letting talents pick what they want is better than letting an amateur/non-artist design something with clashing colors or too many accessories that just looks ugly.
Hell the only companies that do personalized designs are Phase Connect and Tsunderia, everyone else use pre-made ones.

It's totally possible to find someone that takes a boring design like Pekora or Selen and matches it perfectly to the point people can't imagine them looking like anything else.
