No reason to fire her. Yes she doesn't stream, but that doesn't do shit to the company. Her manager is shared among multiple talents. She can record a few lines for Hologra when they want her to. She'll still be there in the long term to voice Ayame if needed.
I'm pretty sure they changed her contract at this point to not include a base salary. The most logic thing to do here is to have her as a voice actor. You don't "fire" a voice actor, you ask them to come when you need them to.

Look at Coco, they can't use her anymore for Holo Alternative or future projects. Maybe they'll hire her as a freelance for a few lines, but that'll cost more.

The thing about vtubing is that there's no reason to fire any of your slaves/"talents" unless they are actively trying to fuck up your company doing shit like deleting Live2D models to fuck over other girls they view as rivals or something like that. She doesn't stream often but it doesn't really matter since the overhead cost isn't much and idiots throw so much at her in the 6~ streams she does a year that it covers any other costs of having her.

Also stuff like the occasional live she does, the holocartoon or whatever it's fucking called and probably merchandise in general related to her and tie ins like the manga. Firing someone with a fanbase composed of giga simps would be counterproductive since they'd just follow her into her indiehood and 6 streams a year as Akiri Nayame. Easier to just let them buy the merch and make money even if she doesn't stream.
