It's just Twitch/western viewer watch patterns.

Most Twitch streamers stream for long hours so people come in and out of a stream when they can, Vshojo isn't an exception and it ends up normalizing the live viewer count.
In fact, it's what makes Holo EN and ID exceptions to the Japanese YT stream viewing patterns.
JP streamers have way more consistent viewers, but get significantly lower Vod views and even fewer unique chats compared to the EN branch, who have more Twitch style watchers.

Personally I think it's because Twitch doesn't really promote special events very well compared to Youtube. Youtube algorithm advertises streams even before they go live on your front page and in the sidebar with titles like "new outfit reveal", while on Twitch you basically just see that a streamer you follow just went live and you most likely have no idea what they're going to do unless you've been following them actively on Twitter or something.
