For Myth vs Council, specifically, Myth had to tread new ground on the managerial side. Different expertise requisites on language, on target audience, on whatever legal bullshit is needed to pay them. Discovering what these differences demanded is costly.

When Council came about, they already had the expertise on setting Myth up. The hiring offers for managers was already established. The legal connections were mostly already there.
