It's VERY difficult, often difficult enough to not be worth the effort, but not impossible.
Plenty of companies (not just the big ones like the tech or media giants) either outsource their work to China, sell their goods in China or both, as such there are plenty of Chinese companies that offer help in dealing with the Byzantine commie-bureaucracy so that the company can make the most from it.
