As an Australian who plays borderline dead games to the point that I have to play with SEA people all the time. From my experience:
Singaporeans have the best English, if it weren't for shit like adding "la" to every fucking sentence and just generally having shit attitudes I wouldn't be able to easily tell them apart.
The Malay I have dealt with are usually pretty good with English and are almost comparable to Singaporeans.
Pinoys are pretty decent, almost all of them are easy to communicate with, but they type kinda of weird and occasionally lack some vocabulary.
Indos are all over the place, they range from extremely fluent to not knowing any English.

I assume some differences from my experiences to those stats would come from the fact that I only ever interact with certain demographics of them (young gamers, generally male). Honestly surprised to see Malaysia lower than Philippines.

The fact that Selen's collabs have been postponed rather than given a flat "No, it's not happening" already shows it isn't the same.
Pretty sure it's just been bad luck with the Ollie collabs happening to line up with the Council and HoloX debuts. I can see the ID management approving it (because why would they care?) without knowing about the other branches' happenings, and then when the debuts are announced upper management goes "Nope, no collabs with a competitor so close to a new debut, move it back."
That makes much more sense then NijiEN blocking collabs for LITERALLY no reason when it would very clearly benefit them, and when they're very open to collabs with literally everyone else.
