Yep, when the first Holostars gen debuted Hololive members were forbidden from mentioning them and I think the boys couldn't mention the girls either but I'm not sure about that part, but by the time the second gen was gonna debut, Cover announced they would be merging the branches into what's now known as Hololive productions.

My guess for that rule is that Cover was trying to prevent what happenned to Idolmaster when they debuted their male group from happenning to them too, though who knows how worth the decision ended up being, since from what I have seen Holostars still got plenty of hate and the brach did suffer from not having the Hololive brand initially (and in a way they still don't really have it).

There won’t be a holostars or niji males in the west. Anyone who’s followed both vtuber scenes knows that men do way worse over here than they ever did in Japan. We had more popular hits during the 4 kings era alone than there’ve been successful male vtubers here since 2017, and every popular guy is either a waifu or was famous before vtubing.
