I honestly don’t even find those rules really all that weird. Translations in chat are annoying since people always feel compelled to suck the translator’s dick and by the time they can react to the translations themselves the streamer is already onto the next topic, which means chat gets flooded with delayed reactions in an unfamiliar language. I can understand emoji flooding being a bother too if you’re an easily overwhelmed person, and if I recall correctly it was specifically the heart emojis that he wanted to stop being spammed.
Some people just prefer things to be more micromanaged, it’s not like he’s the only chuba like that
