Just one look, ONE, at how they handled the rollout of NijiKR, NijiID and NijiJP when they first started would be enough to tell you that this initial burst was 100% going to happen. 20 Livers in under a year. Hell, it was even faster back in NijiJP's heyday before they lost steam to HoloJP.
I don't expect the pace to continue though, even they aren't that dumb as to roll out more waves without some breathing room, plus this should be all of the Livers they recruited from their initial auditions, as per Elira.
Now, if another 3+ waves pop up by the end of the year? Yea, that would probably the the height of folly.

Axing branches for cost usually entails the operation cost of management and further future investments like music production, reaching out to other companies for cross promotion, etc.

At worst a branch can be considered an unnecessary drain on manpower and being entirely vestigial in the grand scheme of things. It's not like it's going to be a heavy negative drain on a company but if Investors or Management have their way than they would much rather get rid an underperforming branch since it's just a financial dead end in the worst case while having some employees basically be doing nothing worthwhile.
