The cooldown is proportional to the square root of the pixel age. This means that they increase every day, but at a diminishing rate. There's a maximum cooldown for each position, and it's dependant of the distance to the center.
For our perma area it's capped at around 5:30 minutes, and takes about 100 days to reach this value.
The best approach of reconstruction is to first fix the most recent pixels with the least cooldown, to the oldest with a bigger cooldown.

From what i could notice, there are two types of reversions.
The first one is automated by a bot detection system. Pixels reverted by this method changes back it's color without affecting the cooldown.
The second one is "manually" made by the admin. He takes a list of the IPs banned by the bot detection system and reverts all the pixels placed by those IPs. In this case the cooldown goes back to 30 segonds and acts like the pixel has just been placed.
