It reminds me of how the NBA does it's outreach programs in Asia, Africa and certain parts of Europe by establishing or supporting the basketball leagues over there either via financial means or via showcases. One of them, I believe quit (can someone confirm this?) and I'd argue that the academy thing still doesn't do away with one of the biggest issues that's prevalent with most mid to low tier nijis - they're still recruiting people who treat vtubing as a hobby rather than a career path.
