You'll probably find they signed a contract with Redjuice which guarantees that Redjuice will receive all the work for Irys' model and outfits for a set period of time. I can't imagine that time frame would be less than 1 year and even 2 years doesn't seem unlikely. Odds are Irys and Redjuice are in a deadlock over the design but they're legally bound to use Redjuice for the duration of the contract even if Irys is dissatisfied with Redjuice's work.
Might be I need to take meds, but this is the most likely scenario in my mind. Whoever signed the contract with Redjuice to start with really fucked up.

Why do people hate redjuice again?
1.Cover found/picked redjuice despite knowing what kind of an artist he is
2.As with many contracted artists you can ask for changes based on agreed revisions number, so at some point they were like "this is great" and sent it off to a rigger
3.Even if they were unsatisfied with the design, they were not obligated to use it and could have hired another artist before any rigging began. Extra expenses? Yes, but it's peanuts compared to what Cover and IRyS makes
4.Cover went full retard mode and decided to adapt his character design directly into Live2D model. If they wanted to keep his design they should have hired another artist to redraw it in another art style which is something Guilty Crown anime team did
5.People blame him for not drawing new IRyS outfits but it's completely out of his control. Either Cover paid him to draw it and didn't rig it or they didn't pay him and that's all
6.Cover should have debuted IRyS as 3D right from the start and whole design should have been made with that in mind. What's the point of debuting a vsinger if she can't appear in 3D to do concerts or dp other music related activities such as live 3D karaoke from the studio?

All in all, it's all Cover's fault for picking him, for not asking to make the design look more similar to other Holos, for directly adapting his art to Live2D, for failing to communicate with the fans and IRyS herself what's going on with her outfits and so on. Redjuice has actually made beautiful art but it was never fit for direct anime or Live2D adaption right off the bat. Complaining about this is the same as asking to rig Mona Lisa and then whining that it doesn't look right compared to other vtubers.
