Because different regions of the world have different cultures which feed into different ways they approach things, such as content creation or vtubing, and some cultures are more appealing to people and groups, and the groups that made up the original western fans of vtubing were prone to being part of groups that had more in common with non-western cultural implementations of vtubing(as it appears now, at least)
As for the specifics, western women are often assholes who feel as they are entitled and the men that worship them often serve only to demean themselves and other men who aren't acknowledged directly by their "queens". I prefer content creators who submit to the pressure of her fanbase wrt content because as long as the viewerbase and trained to believe that their words have power and can directly impact the stream, the chat is overall a superior experience(which is why Twitch is trash) and the streamer becomes less entertainment and more a two-way reciprocal relationship, which is of course far more preferable.

That said, HoloEN has their own marketing strategy, based around curating to every market. Watson is a lot like a Twitch streamer, just a softcore one; this attracts people who want Twitch-like content. Kiara is very interactive with her fans, which attracts people who appreciate honest community engagement from their VTubers. Ina is comfy and relaxed, attracting people who just wanna chill out and watch a girl do stuff without any extra baggage.

There's something for everyone, and there's nothing wrong with trying to appeal to that. Sure, some business models can't coexist, and that's okay, but it's no reason to cast them off as inherently bad for not perfectly aligning with X other group.
