The problem of stagnancy of Hololive post coco because management really strict on collab rules and quota even within Hololive members. Some members already addressed the issue like Subaru, Marine and several others. For example, you need to fill bunch of forms about "why do you need a collab?" "what the purpose of the collab?" "How long the duration". Not to mention the schedule already too packed with training and sponsorship making choosing collab timeslot a lot harder. AFAIK This phenomenon only occurred in JP, idk about EN and ID
