I'm guessing Nazuna signed a partner exclusivity deal with Twitch. Kson makes explicitly clear that Nazuna is a partner (not her -- she's just an affiliate) and the context alludes to the fact that she signed some sort of exclusivity deal. Being able to stream on YouTube or not depends on the partner contract you sign with Twitch. Most partners may be allowed to go to YouTube, but some (in this case, likely Nazuna), that will not be the case. Nazuna can still upload videos and VODs, but just cannot stream.

It's perfectly possible for this to occur if she managed to negotiate bigger cuts from twitch. If she negotiated a 70% cut instead of the usual 50%, she would have to only stream on twitch, she can maybe upload her vods to YT or clips to YT but she wouldn't be allowed to stream on YT.
Depending on other things, she may not even be able to upload to YT at all if say, her sponsorships don't allow for it, which would have probably been signed by vshojo management and not her.
Lastly, knowing how high her IQ is, it wouldn't surprise me if she herself signed a couple things without reading.

Mouse is not even top 200 this month, plus the subathon was a crazy one-time milestone. I’ve seen her jump around, but she can be top 30-100+ which is still amazing. Big streamers on twitch literally pull 6 digit views easy. Vtubers in general are still niche no matter how big in any platform. Either way it’s stupid to worry for streamers, because twitch streamers are well off with 1k viewers already, but sponsors really help in that regard.
