In an ideal world, a standardized test would be required to prove you actually understand the consequences of your actions before you are legally declared an adult. There are way too many 20-something year old children out there having kids they can't raise.

True, however, society needs to be kept in order in an efficient way. Tests would require a large sum of ressources when compared to just agreeing on a status quo which is being kept track of anyway. Most people tend to be reasonable enough around the ages of 16-20 to be independent and responsable for themselves.
And regarding that blackmail part, once you have engaged in something 'cringeworthy' with another person (e.g. ERP and all that), you can just threaten them to publicize the screencaps for that in order to get them to agree to more extreme measures. Gradually raise the extremity and use the new activities as additional blackmail, and, voila, a child that cares too much about what others think about them suddenly ends up in a cycle of producing more and more blackmail just because it was too curious about what it means to be an adult.
Adding to that, it's not like it's hard to start something like this. Just DM a hundred copy-pasted messages to people in a Discord server, and one is bound to bite.
