The usual, (not always, just usual) dynamic of a mixed gender collab has the guy being the weird one or wacky one or the butt of the joke, which makes them stand out more compared to the girls. It's a few things. One, as another anon mentioned, Holostars are not treated the same by Cover as Nijisanji treats their male talents. Nijisanji does not segregate their talents by sex and collabs are very free-range, they can collab with women and more controversial types if they so choose and chances are it will be a non-issue. This allows for a lot more exposure. I think another reason Kuzuha and Kanae are so popular is because of their dynamic, their back and forth. They're fun enough together for a man to watch, and have enough chemistry for fujos to ship together. Astel's closest collab partner is probably Izuru, and while they have a decent dynamic it doesn't come close to the kino that is ChroNoir imo. Kuzuha streams a lot with Kanae and Chihiro and fans love their dynamic, whereas Astel does more streams alone. I believe Kuzuha was also decently popular before he joined Nijisanji which helps.
Nijisanji is also very quick to give their males 3Ds which I think offers a significant popularity boost. And just by taking a quick look at the "events" section here you can see how Ichikara doesn't shy away from giving opportunities to their male talents, as opposed to Holostars where every "big" event is mostly a nothingburger and 3Ds are perpetually coming soon.

It's problem is that the JP branch already has a lot of overseas compared to the JP fans and that EN would increase that by a lot. I'm not sure a HolostarsEN would help much desu, sure it would bring in some more people but it would be overseas attention of which the boys already have plenty of, right now they need more JP audience, and that's asumming that they are succesful at all.
On top of that there are several risks associated with it, like overseas people leaving the JP stars in favor of the EN members, the members not being fluent in JP thus making interactions between branches a bit more harder (since not all of the JP members are good at english), the EN members not being interested in the Stars and in interacting with them, being too shy to actually try and interact, among some other things.
In any case it's highly doubtful that Cover will invest in an overseas branch for a long time, they don't even seem to have plans for a fourth gen and the JP branch is still heavily underdeveloped to make an overseas branch.
