This is a super common error with Live2D rigging. Basically the eyes shouldn't move uniformly when the head rotates. The gap between the eyes needs to shrink when the head rotates to simulate 3D. The same rule needs the be applied to the hair as well. The rigger did not rig this model to properly handle 3/4 view.
