I can't really give you any advice or suggestions since I'm not into cunnytubers (though I do like the bow in >>3854473,) but I'll wish you luck regardless.
Only advice I'd give is to try and do a few streams with just your rough sketch as a png as a test run before you drop the money on a live2D or whatever you end up doing for the final design. It'd be a waste to go that far only to realize you aren't into streaming as much as you thought.

This is somewhat speculation, but youtube might be better because all the clips/funny edits/etc of you will be posted there and their creators will link your channel in the description. From what i understand, youtube promotes videos that have links outside their own website (Twitch) LESS vs videos that contain links into other youtube pages. This will translate into more traffic to your channel from clippers and such.
But it the end all what matters is how good you are, if you are good/interesting streamer people will watch you no matter where you stream.

85% of the audience watching vtubers are basically japanophiles, so they're not going to have a problem with some japanese. It's more that you're basically going to have no japanese viewers if you stream on twitch.

Also if you stream on twitch, you're going to want to cover up the panties.

Twitch does have some advantages though. For example, if you have any friends that are streamers, they can automatically send their viewers to your stream when they're done. It also has actual human moderation, so if you do get banned you'll get told why whereas on youtube everything is controlled by the mysterious youtube AI that gives no rhyme or reason to its bans. Twitch is also better at showing actual viewers(Youtube doesn't count certain viewers, like those with adblock)

All said, I still prefer youtube

Not really, you can try checking color palets/colors that work together on google and see if you find some combos that you like.

Only real tip i can give is to watch some youtuber/streamer experiences on creepy fans/how to deal with them before debuting, people that are into these kinds of things can be obnoxious/creepy (sometimes whitout bad intent, but still) so you can possibly avoid some YAB situations in future.

It's sort of a two-way relationship. She's loved so much because she herself decided she wanted to adopt a lot of 4chan culture(even though people warned her doing so might make it harder to grow).
