It's because they had no shared struggle. Even NijiEN's girls had to fight at the beginning because HoloEN effectively monopolized the EN vtuber sphere with Myth. Success came too easy to Myth. Phase Connect girls are friends for instance due to their grinding upward together, and its Gen 2 was on hold for a long while but they all talked to each other for months and months before debuting and it was clear at the very start they all knew each other and referenced this or that thing they did together or talked about. Myth is composed of highly individual talents, but this could've been fixed if they had a shared vision. They do not. Mori and Gura for instance not only don't have anything in common, they are diametrically opposed.

There is no fixing this. The future of vtubing is in small corpos and indies, and everyone knows it including the talents themselves. It's not happening but the sad thing is I'd like it to happen just so I can follow Gura into her new life in some small corpo. HoloEN hasn't just burned through all the goodwill it had, it pissed and shat on the ashes as well. It died a death of a thousand cuts ranging from Mori to Tempus to incompetent management. Holo is restrictive in terms what you do as a holo, sure, but it's actually amazingly lenient with your non-holo activities
You can work part-time and even spend most of your time on your roommate stuff (like Laplus)
You can take long breaks even during your first year
The contracts are only 1 year (or less?), so if you decide being a holo isn't for you, you can quit relatively quickly and still retain a decent amount of your fanbase (like kson)

And you're overstating the small corpo incline - it would take years for the most popular of them to reach decent niji numbers, let alone holo numbers, and that's assuming the current incline/decline rates remain the same for all those years
