Japan's competitive scene roots in arcades hence fightings and bullet hells. PC was mostly used for eroge. PC ownership is rare, population is stick with mobiles which leads to low core-gaming population in general.

It is much easier to find an en girl with a descent FPS skills than Japanese.

There are several holos that are relatively average at games like Okayu and Korone because they actually play them as a hobby and not just streaming. You just don't acknowledge it because they're merely of average skill level instead of impressively good like Botan is.

Just because they play those games a lot doesn't mean they're actually good at them. Towa and Matsuri aren't very good at ape sex. And Korone is pretty shit at most games she plays.
I give you Suisei and Aqua, but they both are only good because they put in the effort. Same with Marine and Touhou/SHMUPs.
Only Botan, Okayu, Fubuki and Luna are good at games in general. As in, they can pick pretty much any game and be better at it from the get go than any other holo. Subaru is surprisingly good as well.
