HoloEN is a complete disaster behind the scenes. The talents split into two factions, one that is pro-Tempus and the other which is CGDCT, and both hate each other. This is further made worse by the incompetent management which is pro-Tempus (obviously) but in equal measure grossly incompetent and worthless to all sides. The CGDCT faction accurately predicted that Tempus would split the fanbase, result in the decline of the entire branch and alienate a lot of people. But it's even more personal than that, because the CGDCT faction joined HoloEN because they themselves loved and wanted that experience and see the actions of management and pro-Tempus girls as an act of betrayal. Management has no fucking idea what to do now or how to do it, and whatever they do will result in anger. Chances are great that many chuubas will either graduate and switch companies or the entire branch will be overhauled.

Tempus really was supposed to be EN3, and management expected it to be accepted as such because they lost touch with the audience (more accurately they never had it). I also have an alternative theory which might actually be more plausible:

EN3 was put on hold and will not appear soon or at all. The reason is that girls talk, and indie and small corpo chuubas who applied or thought of applying were warned by their inside friends that HoloEN turned into a disaster. They all NOPE'd out.
