I have no idea what you were trying to say but I'd like to point out that there is a massive expat population in japan who can't speak a word. You don't need any Japanese to get around Tokyo, speaking from experience.

It's true that Japs are bit bad at speaking english but a lot of them understand you and most of the relevant texts are also in english.
