That is the mentality of Yagoo I doubt he will change it without anything big happen. He is sort of "correcting his mistake" of not associating stars with holomem in both branches. The JP side the change is slow but it is there as we can see during the new year. The pace is slow because holoJP are strong you don't want to fucking anger them. They can just move out en masse and form a vtuber group themselves, like the Taiwanese vtuber Linglan Lily and her gang and still keep the majority of the fans to themselves, starving Cover as a result.

The story is different for EN side. Is the holoEN branch strong and influential? Let's be real here, the one only who can move the tide (heh) is Gura. Nobody else is that influential other than Gura. She is such a phenomenon that all the girls orbit around her and all the leeches are trying to leech on her. Remove her and none of the other girl matter.
