Separating and layering shit is more work than it looks like. Same thing with rigging depending on the quality since you want almost every single centimeter of the model to move on a satisfying manner and that requires lots of "those little dots".
Also add the fact that availability and communication between the artist and the rigger is rarely immediate and many of them also have other real life occupations and that's how things end up taking longer than they would if they just sat down and focused all of their efforts on getting the model done as soon as possible.

I would understand if we had the need for immediate communication or if the delay was a week at maximum but taking months to answers someone even though they are paying you doesn't sound alright at all.
