There's no real reason to graduate from Hololive if they're just tired of/stressed from streaming in general, they could just switch to Ayame-mode indefinite hiatus in that case and show up occasionally for big money while doing whatever else in their life the other 99% of the time. It's only if they want a new position that explicitly needs them to leave Cover that there's reason to give up their current role.
I'm sure someone will point out that Ayame probably has a different contract that allows her to do her thing, but there's little reason for Cover to not negotiate something like that for others if the alternative is them leaving and the drama associated with that.

It's inevitable as the Holos get older. Vtubing is a very short industry, vtubers come and go within a span of 1-3 years.
