The short version is that there's a shitload of stuff on Twitch that pads viewers one way or another (embeds, drops, etc) while there are several apparent ways YouTube's culled viewer count (tabout/multi PoV behaviour, CCVID-style account flagging, whatever the fuck December 2020 was, etc) in addition to plain weird shit like ye olden fixed interval sawteeth, or the fact that Z's exist at all. So we can be very confident that, at the very least, YouTube is undercounting the actual CCV of streams.

Having said that, it's extremely unlikely that the reporting difference would cover the difference between 500 and ~9k, unless deep CCVID happens again. The exact nature of the YouTube culling is unknown, and likely changes as often as the algo itself.
