For someone to be an actual "nepo hire", there needs to be an existing talent who recommended them. And before you say "hurrdurr Kiara obv", she doesn't have nepo powers to influence Cover's hiring decisions. And even if she did, you'd think she would rather use them on her other groupies like Pandora etc, people she had been much closer to than (pre-)Nerissa who was just some random weird fan to her at best and got very little interactions from Kiara. And she already said on stream that she had no insights into who the new girls were until they were already hired, and even wondered if any of them would actually like her, showing she had no clues.

The most probable way Nerissa got in is simply the usual boring method Cover had already used to make hiring decisions in the past: They looked at her previous accounts, saw that some of her song covers had done massive numbers, and thought that's a safe pick to repeat again in Hololive. Worked for Irys and Mumei etc. and this pattern will probably only just continue in future gens.

For many applicants, that's exactly it. Maybe when you first applied, you were too fresh yourself and didn't have enough of a track record to convince the Cover staff that you'd be a reliable prospect with good enough skills. But if you keep streaming and building your portfolio, by the time the next (or next-next) Holo gen audition is announced, you have a much more extensive resume to show for and can point to tangible evidence of how you've grown as a streamer and aren't just a flaky quitter who's not in it for the long haul.

Also there's the fact that you can only be judged against the current applicant pool around you. If the quality of the others is higher relative to yours, you have less chances, and vice versa, if the current applicant pool is lower you can stand out more. So it doesn't hurt to apply multiple times so you can roll the dice on multiple different applicant pools.

It's less about status and more about experience. She originally debuted around the same time Roboco did, and at the time of her graduation her subs rivalled all of Hololive except Aqua. She also (before overbearing management took over) handled all her own skits and ideas. So she was a known quantity with a lot of experience that Cover believed would be beneficial to have. And to their credit, they were correct; she clearly knows how to put on a great show, and multiple holo's have spoken about her assisting them behind the scenes.

I'm not Mori's biggest fan either, but even I can admit that is bullshit and undersells her massively. It's not (just) that she lived in Japan and speaks (or "speaks") japanese, otherwise Mori's friend Milky, who's arguably more qualified and accustomed to the idol vtuber role, would've gotten the job that Mori only applied for as a joke instead. What made Mori stand out and more attractive to Cover compared to other "standard" applicants like Milky is that Mori was willing and able (and had the track record to back it up) to put out lots of music on her own (with her pre-existing producer circle network). And that it was music in a genre Cover didn't occupy before, so it had the "whoa check out this big tiddy anime girl...RAPPING?!?! omg that's so wacky and unique!!! Haha I must like and subscribe and share with all my friends!!!" novelty factor gimmick to draw in even more of the ironic weeb normie masses that Cover is trying to reach in their marketing growth strategy (see also how she was put on TT almost immediately to draw in even more of the normieweeb crowd).
And from a business standpoint, they were absolutely right and it paid off handsomely. We can try to argue against it as a matter of taste because we don't like her for one reason or another, but I don't think Cover the company cares about our feefee's in the matter or is regretting hiring her.
