It's not that accurate, but there are some obvious points that are true. What is missing is what the audience wants and how they try to fit in. Because the medium had more potential in the mind of the fans before the pandemic, than after it which popularized what he's talking about.
It's not only the barely mobile 2D model as an example of where it's not completely accurate. Because while the program is called Live"2D" the deformation calculations are similar to the calculations of other perspective warping programs, typically called "3D" programs. The result then also mimics 3D with a high texture fidelity of an illustration and limited range of movement. But many of them at corpos also have 3D models with full range of movement and do more than just play games with boring humor.
Some also have other talents like illustration or they can actually sing.
It might also be that the fans have put off other people from getting involved and being fans. So while there is still potential in the medium it is probably going to come from a group that hasn't built an established audience yet.

Pretty much. These companies know boring is good enough when paired with a cute/cool 2D avatar. It's a corporate strategy; you go for the aspiring but less-than-stellar entertainers because they're the easiest to hold onto. They saw little success in their past lives, and know you can promise them anything between the moon and a steady, livable income. They're unlikely to risk going for greener pastures even if things get a little hairy because they know they have no real prospects on their own.

The holos were almost all 2views and/or one-hit-wonders when they were scouted/accepted. They're nothing special as far as talent goes, though many have obviously improved over the years. Same goes for most of the nijis, even the ones seen as the good ones. Even in small corpos, the company brand matters a lot in terms of vtuber success. Without these companies, few to none of the holos, nijis etc. would be the giants they are now. When they leave, they shrink drastically.

These companies never aim for the truly highly talented. Such people are simply too specialized in their fields of interests and too career-driven to stick around for long. A brilliant musician would get fucked over in terms of rights to his compositions, and a Live2D (or even a 3D model, really) avatar can't properly show off their abilities with instruments. A great actor would grow to resent the lack of on-screen mobility. All of them would likely want the prestige of their own names attached to their achievements, in the end. Vtubing simply has no appeal to them.

To paraphrase, I guess, it comes down to concept and execution. Most chuubas lack both, for various reasons, but I know of some JP corpos and a smattering of indies both Western and JP who do/did it well, even with a lack of resources that kill many who do make the attempt.

A lot of it comes down to laziness and complacency, from both management and talents.
