CCV < watch hours basically everywhere in the world outside of /vt/, since watch hours are what determine ad revenue and exposure.
Don't forget that all else being equal, a streamer who streams more will have lower average CCV than one who streams less since it's more difficult for viewers to tune in for all streams. That's why watch hours are the stat that is useful.

This tells me which fanbase didn't finish their stream 100% and which fanbase has more attention span

Isn't average CCV more useful for a company to look at when deciding how to spend their ad dollars? Since you want the biggest audience watching your sponsored stream.

Whereas if you are hololive, hours watched is a more imoprtant metric when you are selling your company as a whole.

But even with your logic, it would be CCV+VOD views. JP vtubers have a CCV advantage because so many of their viewers live in one timezone, while EN vtubers have more fans around the world that have to watch the VOD.
