The problem with Nijisanji's dog-eat-dog model is really obvious.
The livers benefit from making their own numbers the highest. But the company benefits from reaching the most unique people possible.
So the livers will always try to take the easy road and split someone else's viewers. This is easy because those viewers are already Nijisanji fans anyway. Nobody is rewarded for doing the hard work of breaking into new markets and winning new fans.

For example let's say you debut Talent A, who simply splits viewers with the old talents. They might get 5k viewers and look really strong, but the total number of fans within the company has not increased. Instead the only thing that's changed is everyone else's incomes dropped a bit because their fans were siphoned.
But then you debut Talent B, this one breaks into a new market and wins entirely new fans. They only get 500 viewers, but those are actually NEW viewers. Although they look like a really weak vtuber, they actually are much more valuable to the company as a whole, increasing marketshare.

That's why I say Scarle is actually one of the most valuable people NijiEN debuted, because she actually broke into a new market and got new fans. Even though her viewers are lower, she's significantly more valuable than someone like Kyo, or Sonny.

In general we see NijiEN working overtime to appeal to the exact same group of japanese/SEA people who form the backbone of the NijiJP audience. Those people are already bought-in to Nijisanji, so this doesn't improve the prospects of the company at large, it's just a quick and easy way for the talents to make numbers.
Using your EN branch to appeal to SEA doesn't make sense. It never made sense.
Using your female talents to appeal to female fans doesn't make sense. it never made sense.
