It's a Gamers situation with Fubuki being in 2 "gens", except with IRyS they killed off project Hope. So technically they're still Council but practically they'll probably be doing stuff with IRyS anyway so instead of saying CouncilRyS we'll be saying Promise from now on.

I would say the real issue is that Cover still has Council branded merch they have been promoting that they need to sell and the Sana issue where she is only a Council member. When I weigh the actual evidence:

I dont think its unintentionally half assed. Its half assed in order to ease up everyone into the change and then you pull the plug once everyone learned about the new brand
