My guess is she renegotiated her contract with Cover so that they only make her stream around major events like her birthdays, anniversaries, Hololive EN group events like the Connect The World concert promotions and whatnot, and besides that she can stream whenever or as little as she wants.

She obviously can stream at any moment but she chooses not to, seeing as how she still streams on event days and on random collabs here and there. So chumbuds are just dumb if they think "Gura *CAN'T* stream"

This is the most profitable option for both parties. Gura makes her money, Cover makes its money. The only people that dont benefit are the chumkeks that want to see more Gura but the bimonthly copium shot they get is enough to keep them satisfied. She's burnt out and not into having to entertain live. Cover sees no issue with this because she grew her brand so big nothing short of a genuine yab will do anything to her income. Nothing has to give, people who can't handle her being checked out on live streaming should either move on to another Holo or get a new hobby. This won't change.

Gura is the mascot of COVER in the West, and that's all she needs to be.

Zero reason to stop the status quo for Cover. She brings in money doing nothing. The only thing that can change that is someone taking her popularity crown in EN. None of the current lineup have managed that. Someone in EN4 would have to become wildly popular and replace Gura as the face of hololive EN. Then Gura's afk value will plummet and Cover will not feel pressured to let her do whatever she wants anymore. Therefor, expect Gura to once again come in an heavy overlap EN4 to try to prevent that, like she did with EN3.

Gura is just EN Ayame or her favorite Shion (but worse) at this point, she didn't say or do anything offensive to turn her fans away so she keeps making money while doing almost nothing and really the biggest issue is her radio-silence on social media, not giving any real updates but she always avoided them anyway it just wasn't a problem when she was active as a streamer (other holos from the limbo are very active on twitter so it doesn't feel like they're completely dead).

The only way for things to resolve is honestly the entire Vtubing industry or Hololive to take a notable hit and lose a significant chunk of their audience, be it due to some scandal or a hot new thing coming and stealing their thunder. As long as the company can continue to make profits while a quarter or even a third of their talents go AWOL regularly for extensive periods of time then they will so no reason to change or put the screws on the errant talents. Unfortunately we /here/ have no punch to effect this, can only sit and wait until JP bros grow a pair of nuts and stop supporting the likes of Ayame, Shion, Aqua and Marine. That then will have a cascading effect that we /here/ could join that would wake Cover up real bad. We might play with fire though doing that and see a slew of graduations but it would certainly change this meandering status quo we have been stuck in for awhile.

I think fans of those would even appreciate that they stream a bit less so that their own sleep schedules (let alone the streamers) aren't so fucked. I think a good middle ground is 2-3 weekly streams of 2-4 hours apiece (5-10 hours weekly, 20-40 hours monthly).
