Someone explain to me how this retard has gotten worst at English over the years, despite living in a predominantly English-speaking country, whereas someone like A-Chan is borderline fluent but has never left Japan?

It's all about using the language. If she's always surrounded by people that don't use it then that would be it. She might understand them and she might respond but if she doesn't really converse in English she will never improve. A-chan seems to be engaging a lot in English offline. Maybe that's why her improvement is more apparent. Haachama is more concerned about grammar and pronunciation which is why she used to avoid conversing in English. I wished she wouldn't.
