I think this sub boost is basically just a way for management to give the second outfit to all the girls while getting some nice sub numbers to show off to the investors. It explains why this growth has been mostly in subs, ccv and chat didn't change much. It also explains why Lua hasn't gotten much, they don't need to boost her right now since she already got the outfit.

The most obvious "boost to unlock the second outfit" was Reina, she x2 her subcount exactly when she needed to debut her second outfit. Charzu also complained about never getting a second outfit and she magically got to 50k in a few weeks.
